station pump for "the tonight show." was it a spontaneous moment or were they in on the act. we'll ask them today may 15th, 2013. and and good morning. welcome to "today" on wednesday morning. i'm matt lauer. >> i'm savannah guthrie. what a disturbing story at the top. all service members in sexual assault prevention programs to be rescreened and retrained in the wake of those back-to-back assault cases. >> let us get right to jim miklaszews miklaszewski. good morning to you. >> reporter: good morning, matt. here we go again p, for the second time in two weeks. an american servicemen, who is supposed to be protecting women against sexual assault is accused, at least, of sexual assault.

lawmakers on capitol hill are already calling these latest allegations disgusting and sickening. the name of this army sergeant hasn't been released because he hasn't been formally charged yet. if these accusations are true, this case appears to be especially heinous. this latest military sex scandal comes out of ft. hood, texas. sources tell nbc news army investigators are looking into allegations that an army sergeant sexually assaulted a female soldier under his command, then forced her into prostitution and allegedly sexually assaulted two others. it's the second such case this month. just last week air force lieutenant colonel jeff krusinski, the officer in charge of sexual assault prevention for the air force was arrested and charged with sexual battery against a woman in a virginia parking lot. the police report described him as a drunken male subject who approached a woman, grabbed her breast and buttocks before she

fought him off. defense secretary chuck hagel was furious. >> we're all outraged and disgusted over these very troubling allegations. >> reporter: even more troubling hagel released the pentagon's latest report which shows a disturbing increase in sexual assaults in the military. there were 3,374 sexual assaults last year, a 6% rise. but assaults that went unreported skyrocketed from 19 to 26,000. defense secretary hagel again promises there will be swift justice done in this case and that all of those sexual assault leaders will be rescreened to make sure they are up to the job. but lawmakers are already arguing up on capitol hill that, look, the entire military culture and justice system that tends to make some of these attackers believe they can get away with it must change.

savannah. >> jim miklaszewski at the pentagon. another report, the irs's targeting of conservative political groups. nbc senior investigative correspondent lisa myers has the latest developments. lisa, good morning. >> reporter: good morning, savannah. this official report confirms what conservatives have been saying for a while, that the irs was targeting them. the report says the irs unit responsible was a mess and that some employees were actually ignorant about tax laws. tea party and conservative groups applying for tax exempt status began being targeted by the irs in 2010, the report says, based upon their names or policy positions. the inspector general's report says the inappropriate criteria was used for 18 months in targeting groups for review and resulted in substantial delays on applications and unnecessary information requests. the report quotes irs supervisors as saying no one outside the irs asked that

conservative groups get extra scrutiny. the president called the findings in tolerable and inexcusable and directed that those involved be held accountable. >> what's most disturbing is the inspector general could not rule out that there was a broader problem, including, perhaps, personal audits or other groups being targeted. >> reporter: the irs insists that while the criteria was inappropriate both liberal and conservative groups were treated equally in determining the ultimate outcome. it insists there was no attempt to hide the issue, even though congress was not told for a year. >> this is unacceptable, and it's immoral. it's the kind of behavior we associate not with the greatest democracy in the world but with corrupt dictators. >> attorney general eric holder says he's ordered an fbi investigation. >> i think as everyone can agree, if not criminal, they were certainly outrageous and unacceptable. but we're examining the facts to see if there were criminal

violations. >> reporter: and the irs's problems got worse this morning with this headline revealing that while conservatives were buried in paperwork, liberal groups got approved easily. for the record, the president's spokesman categorically denies the white house had anything to do with any of this. savannah. >> lisa myers in washington. david gregory, moderator of "meet the press." david, good morning to you. >> good morning, savannah. >> we've got three scandals at a boil in washington. david, in your view, which is the most potentially dangerous to the white house in the long-term. >> this irs story is politically toxic. the headlines lisa referred to, the fact other groups could have been target. we are not necessarily at the end of this by a long shot. there's a passivity by the president and white house that even his aides acknowledge is a problem. why there hasn't been a faster, more stringent response. we only saw last night a

blistering statement from the president and finally his secretary of the treasury that oversees the irs. there have been conservative groups complaining bought this for over a year. it is time in the view of many, republicans and democrats, the president, the white house to lay out a process of accountability. how they go about this. what they say on the inside, they are frustrated to by the practical limitations on the president's power. he can't after all just dismiss his acting head of the irs without cause, because the irs has insulation from the executive branch, precisely out of fear of political interference. >> very quickly to tie that up, do you think that a high-profile head needs to roll here? >> i think there's a lot of people that think that is the case, that somebody is going to have to lose their job at some point, once they figure out what the root of the problem was. reporting in the speech, what kind of in competence, what kind of targeting did you go on that

was so lopsided. aides to the president, allies on the outside say this is the most politically toxic. everybody understands this. this as a symbol of government overreach could be very difficult to overcome. >> let me pick up on that. you have on the surface at least three disparate stories, irs, lingering questions about terror attacks in benghazi, wide sweep of phone calls by the justice department. is there a common thread, a common narrative that is the critique of the administration here? >> i don't know that you can tie all of them together. i think on the benghazi business, i think on the irs, i think there is a feeling there is too much passivity. the president is too much of a bystander learning about these things about the irs from news reports, a disinclination to deal with substance on benghazi questions, because he felt there was so much political motivation in some of the attacks. the reality is there were facts

unearthed, questions left unanswered and the president seems disinclined to deal with them. all these things taken together becomes a distraction. that gets thrown away a lot. on the second term, an adviser tells me, any day you waste is a day you cannot get back when you've got a limited window to get done the business you want to get done in a second term. >> david gregory, moderator of "meet the press." now here is matt. we have exclusive new details this morning tied to the cleveland kidnapping case. the lawyers for the suspect, ariel castro, are speaking out for the first time on his behalf. today national investigative correspondent jeff rossen has more on that. hey, jeff. >> reporter: good morning to you. we've heard a lot about ariel castro in the last week. police say he kidnapped, raped and tortured those women for a decade in his own house. his own relatives call him a monster. his lawyer says, hang on, people have it all wrong. in fact, they say, castro is a

very much. natalie has new information on a rather interesting spy story out of russia. >> very interesting story. good morning, guys. u.s. ambassador in moscow was called to the russian foreign ministry this morning after security officials there say they caught a u.s. diplomat acting as a spy. chief foreign affairs correspondent andrea mitchell has the story. >> reporter: it was a scene out of the cold war, the lead story on russia's state-owned news. a u.s. embassy employee supposedly caught in the act shown being stripped of his disguise allegedly trying to recruit a russian for the cia. 29-year-old ryan fogle, a junior level diplomat caught with sunglasses, maps, money, offering up to $1 million a year, instructions for opening a gmail account. russians released him to the u.s. embassy. he'll probably be sent home. at washington's spy museum a

second-term blues. a lot of things in the headlines. benghazi, the irs, the phone records from the a.p. is there a common thread between any of these things? is doesn't appear that there is. what do you think? >> i think it's what we call wear outs. in this media age, we spend four years night and day staring at these candidates that after a while we get a little bored and turned off and really the only story to report going forward is what i'll call that slippery slope. i think historically going forward, we're always going to see -- >> i think you're making light of the stories. some are important, big stories. >> the common theme here, what we're getting at is a lack of leadership at the end of the day. obama has always had this stay above the fray style of politics. very lawyer-like approach. the problem is when you get behind public opinion, it becomes problematic. that's what we're starting to see here.

he doesn't take control. >> perception becomes reality. the president has to take back control of his agenda. if we are distracted by the irs scandal, if we're distracted by the benghazi scandal, the clock is ticking backwards on his second term. >> how long does he have? >> we're in -- if he doesn't move forward. >> this is a function, as i said, we're going to overmagnify versus diminish anything that helps for any second term. >> the national transportation safety board is recommending that states and the federal government rethink the blood alcohol level that would qualify for a dui. they want to take it down to .05. that's almost a cut in half. is this a good recommendation? will it fly here in the united states? >> matt, it will reduce the number of fatalities of driving under the influence, almost by half. a hundred countries around the world have reduced it down or have a zero tolerance. our country is behind the times. >> the most important question here is does this change

behavior. we've lowered this from .10 to .08. >> it has changed the amount of deaths. >> if you look at the people that have died from drunk drivers, 70% of those are from 1.5%. we're talking about the five to seven drinks, not those who drink one to two drinks. >> according to some surveys, a woman because they're more susceptible in terms of blood alcohol level, could have one drink and perhaps reach the .05 level. is it too restrictive? >> i think it's stri-- 90% of o audience have had one or two drinks and are fine to drive. maybe you are. maybe you're 10% off your a-game. i know myself, it's going to give me a second pause and i think it's a great thing for everybody. the european union put this into effect with the goal of cutting traffic fatalities in half. and it worked. >> absolutely. >> you can save one life, it's -- >> the penalties for driving

under the influence and killing someone must be strengthened in this country. >> the no punishment punish -- will smith gave an interview and revealed that he and his wife jada pinkett smith do not punish or discipline their kids. willow, according to will, when one would do something wrong, they would sit down that child and say explain to me why this behavior works in your life? >> first of all, everybody parents different. to me, there needs to be consequence. fs very simple and i feel strongly. i've got three young daughters. they need to learn early that there is consequence for behavior and without punishment, it's hard to give consequence. >> it's less about the method and more about the outcome. i come from a big family, seven kids. my parents used different parenting styles based on your different person amounts. >> did they punish you? >> i spent a lot of time in the time-out chair. not all of us. most important is having the

conversations. which it sounds like will smith is having. >> punishment really depends on the kid. for me, not being able to go to the library was punishment enough. >> you were a nerd. >> i was. my sister, however, had a different kind of punishment. >> if your parents used this approach of no punishment, would we have a better group of kids in the future or a worse group of kids? >> worse group. not even a question. >> if a child, for instance, does something -- doesn't do their homework and it's like, hey, i really wish did your homework versus you don't do your homework, you don't see your friends tonight, they're not going to learn. >> will and jada have turned into some fabulous young people. >> it's more about the outcome. >> come on. finally this one, donnie listen up. american consumers spend about $5 billion last year alone on cosmetic and grooming products for men. we're talking about things not only moisturizers, bronzers,

undereye circle concealers, acne concealers. things that woman have been using for years. how do we feel about a growing number of men embracing these products? >> i want to separate what i do on tequila during fleet week and everyday behavior. >> for most men it seems like an unmanly thing to do. it's my perception. whatever works for anybody. if i said to you, i'm going to set you up with a guy and he's wearing concealer, your reaction would be? >> i don't want to date liber e liberace. >> i think we're more accepting, more progressive. especially with social media. whether you're a male or a female, we care more about how we look. we're constantly on insta gam -- >> em setting you up with a guy, he's wearing bronzer and -- >> and hair gel are two different things. >> undericon sealer and he's covering up pimples he might have with a concealer. >> are you telling me you never use it? >> i wear it on the air every

>> technology has connected us in a way like no other generation. allowing us to showcase every aspect of our life online for legions of followers and friends, and that's turning people into overnight celebrities. but critics say it has also made us want more by doing less. >> there is some laziness. technology breeds laziness, i would say. >> but millenials and -- are fostering innovation, transforming people into businesses and fueling the success of millenial authors like vanessa van edwards who we caught up with on skype. >> the only way we're able to do what we want, because we can be in vietnam or i was in wine country in chile. as long as i have an internet connection and good headset, i'm good to go ge. >> with a population of 90 million, they're the largest generation of americans ever and they're changing america with their attitudes like never

before. >> millenials in this country represent the most tolerant part of the electorate. in their support of gay marriage, legalizing marijuana in fact. all of those things have led the majority position in america on the social issues. to shift to one that reflects millenial values. >> i may be the voice of my generation. >> when it comes to work, millenials aren't shy about expressing their dissatisfaction with a 9:00 to 5:00 job they don't like. >> i think if the market has to adapt and there's going to be more jobs that fit into meaningful, whatever that means for someone. we're going to start seeing these new careers, new marketplaces where you couldn't even study for these jobs five years ago. >> that's probably why the current unemployment rate is not discouraging these graduating millenials. >> i think kind of the way to go into the world right now is to be confident. >> that's precisely the problem says a self-proclaimed narcissist. >> the biggest challenge by far is they're about to be

kind of the same guys through the chaos of the movies. what i think has been funny about stu, now in the third movie is he's married to a beautiful woman, he's got a little more confidence and fashion sense. we start off the movie thinking maybe he's cooler. but as soon as the chaos starts, he's right back to neurotic. wimpy stu as you said. >> when you look at what's happened to this character over the course of these movies, i mean, he married a stripper, pulled out his own tooth, found the tiger in his bathroom. when you got the script were you opening it thinking what could they possibly come up with next? >> yes. every time i pick up a new hangover script, i'm terrified what might happen to stu. iii was no disappointed in that way. >> don't want to give anything away. >> i can't say what happens. i'll just say when i read it, i was mortified. i'm kind of a conservative guy.

i was like there's no way i'm going to do this. and then, i don't know why. it sort of sinks in and i wind up doing it and i see it later and i laugh. i'm glad i did. >> as i watch the movies, i constantly am thinking how many takes simply end because they can't hold it together during the shooting of it. >> well, matt, i'm a giggler. i can't hold it together. zach makes me laugh so hard. bradley kills me. ken kills me. there are a lot of times when we have to stop. there's one in particular actually on hang over i, do you remember the scene in the hospital where we're talking to a doctor played by matt walsh. trying to get information from him and there's an older gentleman pulling his pants down. we could not -- we couldn't function that day. i mean, something got in our bloodstream and it just was a

giggle -- we're grown men and we're giggle like 5-year-olds. we had to shut down the set for a few minutes just to recover. of course, that makes todd furious which makes us giggle even harder. >> isn't that nice to say after three movies, that there were moments like that, that you'll never forget. that kind of laughter. >> absolutely. >> there's this other transition in your life. after eight years of your life and effort and talent, the office is coming to an end tomorrow. how do you feel about that? >> wow. a lot going on here. i'm really, really sad about that. but, again, it feels like the right time it feels "the office" is ending on a high note. >> it's been a great run. >> it's exciting. trisha in the plaza here from ft. worth. wants to ask you a quick question. >> go ahead. >> ed, is andy bernard going to

kitchen, we're grillin' & chillin' with guy fieri, author of "diners, drive-ins and dives," the funky finds in flavor town. you have a way with words. thanks for coming back. >> thanks for having me. >> i read this and i like the sound of everything on the menu. let's do it. >> we are coming into barbecue season. this is one of the best techniques you can have. it's taking the backbone out of the chicken. >> is this something anyone can do? >> sharp scissors or ask the butcher to do it. >> okay. >> we'll bring the bird over here. normally we would drop it in brian. this is a great thing for thanksgiving. equal parts salt and sugar, any spices you like -- bay leaf, garlic, peppercorns. drop it in. >> how long do you brian ine it? >> two hours to 12 hours. it's osmosis. you will flavor it.

this is deeper, more intense flavor than marinating. this gets right inside the meat. >> all right. >> then a dry rub. you have chili powder, cumin, garlic, onion, ginger, salt and pepper. >> you do it after the brine? so you brine and spice rub it? >> you do both methods, what you put on the outside, a little barbecue sauce at the end, that's the finishing touch. this is the real depth of flavor. so we take this, hit the dry rub over the top. bring it over here. the great part about this, don't want to get that. >> that's all right. >> we drop this on the grill. we take it and flatten it out a little bit. >> use something heavy. you have a brick with tinfoil on it. >> we take the warm bricks. we drop them on top. this presses the chicken as it cooks. this particular chicken i call

puli-huli chicken. >> why? >> in hawaii you will see guys on a cart using rotisserie. unbelievable on every corner but only in the carts, not the restaurants. this ises my version. >> you start open side down. >> starting it on the skin or -- you have your choice. i don't want to tear the skin. i like it flattened, nice and hot, glaze the skin, crisp it up, hit it with the sauce. >> good hot fire. how long does it take? >> this is a five to six-pound bird. so it takes about an hour. >> then marinade it? glaze it? >> hit it with glaze. but don't put it on too soon. remember you have sugar in it. this is the glaze right here. hit it with a little bit of ketchup. little bit of orange juice. are you jumping in? are you a sous chef? >> i don't want it to splatter. >> there you go. ketchup, soy sauce, orange juice. >> smells good. >> isn't it dynamite? >> yeah. >> little bit a brown sugar,

sherry and -- >> back in. >> you can let it reduce, not burn. this is the glaze we put on top. let me grab one thing. let me get over here and grab you a piece of corn. this also goes along with the grilling season. >> did you put anything special on the corn? >> here's what we did with the corn. take the corn. get all the silk out of the corn. wrap it back up in the husk, and soak it in water. i cooked it on the grill in the husk. what happens is you get the natural flavor of the husk protecting the corn. when it's hot, opened up and the flavors are going, peel it back, hit it with a little bit of butter -- this is a compound butter with chili powder, onion, garlic, salt, pepper. finish on the grill and, my friend, that is the bomb barbecue corn. >> too bad there's no flavor. >> i try to dial it back. here's the end result. >> looks great on the plate. what are we drinking with it? >> that's a berry patch mojito.

suv is said to be cooperating with police. the search is on for 9-year-old san francisco girl. it's back on this morning in lake county. hundreds of volunteers have joined in the search with 200 law enforcement personnel from all over the bay area. mikaela lynch who has autism wandered away from a family vacation home on wednesday. lynch does not speak and has the mental capacity of a 1-year-old. we certainly hope they find her safe. we'll have a look at weather and traffic right after this.

good morning, and thanks for being with us. i'm marla tellez. >> i'm jon kelley. good morning, everybody. the family of mikaela lynch expected to speak within the next hour or so talking about their missing daughter. the 9-year-old san francisco girl is autistic and she was last seen at a vacation home in clearlake on mother's day. it's anticipated her parents will announce they are offering a reward at this press conference. nbc is there with the hundreds of crews searching for little mikaela. >> reporter: search and rescue covering the 10 square miles where mikaela lynch was last seen. it's now been days. that's challenging enough.
